About Us
Penny's Pawfect Fix was started by our founder, Penelope Townsend, as a small community fund to assist those pet parents that need it most. Penny worked tirelessly to raise funds and spread education and resources to pet parents that need it most. In 2024, Penny gave that fund a name that we are known for today. In 2025, Penny's Pawfect Fix officially became a 501(c)(3) organization. While Penny has retired from the largest parts of rescue and the world of pets, her mission lives on with those that believe in her dream.
Our Mission
To alleviate the over-population of dogs in Mohave County through spay and neuter assistance for seniors, veterans and low-income families in Mohave County. The County animal shelter, and other private rescues, are beyond capacity and overwhelmed with more dogs than can be adopted out. While other area rescues help find temporary or permanent homes, our mission is solely to alleviate over-population so that dogs don't end up in the shelters in the first place.

Angela DuVall - President
Angela has lived in California, Arizona, and North Dakota before settling back down in Mohave County, Arizona in 2022 with her husband. She has worked in lending and loan processing for the last 6 years. Before that, she worked in retail management, customer service, and marketing. She has been involved in rescue and foster work since she was a teenager. Most recently, she has turned her focus to seniors, large breed rescues, and puppy fosters. Angela took over spay and neuter efforts after Penny retired in September 2025.
Arlene Spellman - Vice President
Arlene is currently retired and settled down in Golden Valley with her husband. Prior to retirement, Arlene managed a printing press shop for 10+ years, performing a variety of operations related to printing, silk screening, and marketing. She has been in the rescue/foster world for 40+years. Her current projects include small litter puppy fosters for the Mohave County Animal Shelter.

Brenda Lowe - Secretary
Brenda lives in Golden Valley with her husband, Don, and her 4 dogs. Her son and 2 grandsons live in Oregon, and she sees them frequently. She has been self-employed since 1990 in the insurance industry, which has been really good to her. During the summer months she travels to the Midwest and the PNW. She would rescue every dog if she could.
